Emergency appeal for flood victims

From September 3, 2004, to September 7, 2004, torrential rainstorms swept through the northeastern part of Sichuan province. The worst rainstorm in the past two hundreds years triggered landslides and floods, claimed 106 lives and 25 people were reported missing. Roads, farmland and houses are inundated. Disaster victims in these areas find that they are in need of basic support.
In Sichuan province, the rainstorm hit Nanchong, Bazhong, Dazhou, Guang’an, Guangyuan, Ya’an and Liangshan prefectures. The rainfall in 48 counties was over 50 mm while the rainfall for 22 counties reached more than 100 mm. The rainfall for 8 counties was over 200 mm. Among these prefectures, Dazhou was hit most seriously and the rainfall reached 297 mm.
The Amity Foundation is proposing to assist those most affected by this disaster in Nanchong, Bazhong and Dazhou cities in Sichuan Province. Of primary concern will be emergency assistance comprising of rice, blankets, and cotton quilts.

People missing: 8 persons
People affected: 205,000 persons
Houses collapsed or damaged: 10,000 units
Crops inundated: 10,200 ha.
Direct economic loss: RMB 18 million.
Locations for Proposed Response
Amity has chosen to work in Dazhou, Nanchong and Bazhong cities in Sichuan Province. These locations have been selected as they are areas worst affected by the rainstorm. Both churches and local authorities in these areas appealed for assistance very early on during the rainstorm.
Goals and Objectives
Goal: to alleviate the suffering and help meet the basic needs of about 31,500 families seriously affected in Dazhou, Nanchong and Bazhong cities.
Objectives:
- to provide one cotton quilt and one blanket to 11,000 families in Nanchong
- to provide two cotton quilts to 7,000 families in Dazhou
- to provide one cotton quilt to 500 families and 15 kilos of rice to 6,000 individuals in about 1500 families in Bazhong city
Emergency Assistance
15 kilos of rice will be distributed to 6,000 individuals in about 1,500 severely affected families in Bazhong city. The rice will be locally produced and of standard quality.
25,500 quilts will be given to 18,500 families. The quilts are 1.8 meters wide, 2 meters long, cotton wadding, 2.5 kilograms in weight.
11,000 families in Nanchong will receive one blanket each. These are 1.8 meters wide, 2 meters long, made of cotton and chemical fibre.
Procurement
Relief materials will be purchased locally. In order to ensure quality and to achieve cost effectiveness, three potential suppliers will be invited to offer quotes. The supplier will be decided based on a comparison of the quality, price, supply period and service they offer.
Administration, Finances, Monitoring, Reporting
Administration
The Amity Foundation works in close co-operation with partners. However, Amity is the main operating body throughout the relief efforts. It supervises and monitors during the whole operation process and checks that relief funds are used as planned. In order to effectively implement the relief work, a local implementation-leading group will be set up. The head of the County is the group leader. Representatives from relevant departments, township departments, and target villages are group members. The implementation group is to give feedback on the actual situation in the target areas. It works with Amity to co-ordinate, design and implement relief work, and adjustments will be made based on feedback from the implementation group, consultation with different sources and first hand information obtained from field trips made by Amity relief staff.
Financial Management
The Amity Foundation is responsible for financial management. In order to make sure that relief funds are used as planned for emergency relief materials, it is agreed between Amity and its local partner that local partners will initially pay for the emergency relief materials. They will then be reimbursed later when the relief materials have been distributed and when the following receipts have been received and checked.
- Purchase receipts (with tax bureau seals) provided by the suppliers which clearly state the total amount/number, the unit cost and the total cost of the purchased materials.
- Receipts provided by beneficiary townships which clearly state the total amount/number of emergency relief materials they have received (with township government seals)
- Receipts provided by beneficiary villages which clearly state the total amount/number of emergency relief materials they have received (with village government seals)
- Relief Material Distribution Registers with names of beneficiary families, and the numbers and types of the materials they received.
Jiangsu Huahong Certified Public Accountants will audit this appeal. They follow procedures and regulations set out by the Central Government.
Monitoring
Amity and its local partners will closely monitor the overall progess of the relief work. As one of the measures taken to monitor the work, target townships and villages will be required to make public any assistance criteria, beneficiary selection criteria, and names of benefitting individuals and families as well as the assistance they each receive. Furthermore, Amity and its local partners will make visits to the disaster-stricken areas during and following the relief activities to ensure that the funding and relief items have been distributed and used as planned.
Reporting
Amity is responsible for the preparation of all reports.
Co-operation
Amity will work in full co-operation with the Sichuan Overseas Friendship Association.
